I`m thinking of being a fighter that is ambidextrous using the Two-Weapons Style Specialization.
This will allow the fighter to using weapons in both hands without penalties.
The fighter will be level 16.

My question is, if the character specializes in scimitars and is using a scimitar of speed can he also use a long sword in the off hand?
Using the scimitar of speed when he is specialized would give him attacks of 6/2 instead of 5/2. Plus the off hand of one attack.

Secondly, what if the fighter specialized in long swords and used a scimitar of speed in the off hand, would he still strike first in combat? Also would he still increase the wielders figure for attacks per melee round by one place. Meaning he would strike 3/2 with the offhand and 5/2 with the main hand?

So with 2-weapon specialization yes, he could use two medium weapons.

Offhand attacks are always only 1/round, no matter specialization. it would be more advantageous to use the scimitar of speed in ths main hand, i'll explain why in a second. his main hand attack would be 5/2 + 1 rather than 6/2 (so 3 one round, 4 the next rather than 6/2 which would be 3 all times) then 1 for offhand

The verbage is confusing, but basically how the scimitar works is it allows one 'free' attack above the norm, and that attack happens before all other initiative. Effectively it happens at initiative 0.

So for example, the fighter (Bob) has the above skillsets you described (level, specialization, scimitar of speed, 2-wep prof). He ends up with a 9 initiative for the round after roll and weapon speed. Other creatures get better init and some worse, here is how the round plays out with init count:

Init:
Skeleton 1: 5
Skel 2: 7
Bob: 9
Skel 3: 10
Warrior 2: 11 (bob's pal that gets 2 attks/ round)
Zombie 1: last (zombies always go last)

Bob gets his free scimitar of speed attack

Skel 1 goes

Skel 2 goes

Bob swings once with main then once with offhand (if scimitar was in offhand, he would have already used an offhand attack, of which only one is allowed.)

Skel 3 goes

Warrior 2 uses his first attack

Zombie goes.

Bob has more main hand attacks left, so one more goes here

Warrior 2 has another mainhand attack left, so it goes here

Bob's remaining main hand attacks (3 and 4) go here

I might specialize in scimitars and take the scimitar of speed. I would need to adjust my other picks.

I was reading the Arms and Equipment guide and it says that Dwarf Plate Mail is special made armor that is AC2 and is as heavy as regular plate mail for a full size human.

I had already factured in the 50lbs but I did not factor the AC 2 instead of the AC 3.

My plate mail will be +1 and therefore my armor class will go down to -2.

Campaign Use: As detailed in both The Complete Fighter's Handbook and The Castle Guide, high-quality dwarven plate is the boilerplate version of human plate armor. It is 50% heavier than equivalent mails, making a single suit of dwarven-sized plate mail armor weigh approximately the same as a set of human-sized plate mail.

Additionally, the denser armor affords protection equivalent to plate mail +1, and the armor itself saves against equipment damage at +6, in addition to any bonuses permitted if the dwarven plate in question is also magically enchanted. Stories about dwarven plate armor withstanding the smelting fires of a red dragon's breath may be boastful exaggeration, but it is an established fact that dwarven plate often survives an attack that its wearer does not.

Do I need to role for all the thief attributes? Pick Pockets, Open Locks, etc? Pick the weapon proficiencies and non weapon proficiencies?

I forgot to add languages. Intelligence of 9 give me 2. Does that mean Dwarf +1 or Dwarf +2? I would like Common and Halfling.
