So your native language is free, then you get 2 bonus languages. Common and Halfling work. The halfling thief speaks common as well, so no issue there.
7: Halfling Thief (11)
Str/Dex/Con/Int/Wis/Cha: 10/18/16/11/12/12
Items: +1 leather armor, +1 ring of protection, +1 dagger, boots of speed
WP: 2+2=4
NWP: 3+2+2=7
Wp and NWP you pick half, so the half he starts with before that are
WP: Longsword, sword and shield style, mace, longbow [2 left to choose]
NWP: Jumping (10), Rope use (18), Tumbling (18) [4 left to choose]
Rogue skills: i'll take the base stats from dmg for half his lvl (we'll go with lvl 5), then you put the remaining on.
race + dex + points:
PP: +5 +10 +50 = 65%
OL: +5 +15 +42 = 62%
F/RT: +5 +5 +40 = 50%
MS: +10 +10 +40 = 60%
HS: +15 +10 +31 = 56%
DN: +5 +0 +20 = 25%
CW: -15 +0 +90 = 75%
RL: -5 +0 +25 = 20%
Remaining points:
30*6 = 180 points left to allocate, no more than 90 to any one attribute
Max benefit is 95%. you can raise a score above 95%, but anything over can only be used to offset penalties
Example:
Open Locks score is beeffed up to 115%. The rogue attempts to pick a fine lock (which gives a -15% penalty). This would reduce his score to 100%, but he still only has a 95% chance since in this instance since that is the max.

max hps for the lvl 1 die, so replace that first 1d6=1 with a 6. That brings him to 32+20+2 = 54 hps
Normally hps are just what you roll. For PCs i sometimes allow you to take an 'average', but not for NPCs, sorry. He's only about 4 or 5 hps below avg anyway with the adjustment.

Preliminary character sheet is up in the first post of this thread. Please take a look and let me know if you see any errors or want to make alterations. I will put up a similar listing for Zafron’s henchman later.
On the equipment, short bows can only shoot flight arrows, not sheaf arrows. Would you prefer to have a longbow for sheaf arrows or keep it as a short bow?
Also, Can I get a d100 roll from you please?

I have changed it to flight arrows. I think it looks ok. I will have a second review tomorrow.

basically gives you a boost to AC when using a 1-handed weapon you're proficient with if you dont hold anything in your off-hand

"If the character devotes a weapon proficiency to Style Specialization with Single-Weapon Style, he gets a +1 AC bonus when using any one-handed weapon (for which he has proficiency) in Single-Weapon Style. He doesn't get the bonus if he carries a shield or weapon in his off-hand.
Additionally, he can devote an extra proficiency to Single-Weapon Style and have a total +2 AC when fighting in this style. That's the limit, though: He cannot devote more than two proficiencies (for a total of +2 AC) with Single-Weapon Style. "
