Here's some basic info.

Life in Alpha Complex is rigidly hierarchical, with The Computer (Who Is Your Friend) at the top, running the whole thing. Immediately below Friend Computer are the ULTRAVIOLET-clearance citizens (who wear white), also called High Programmers. They are the mafia bosses, the senators, the CEOs--and they do an appropriate amount of vying for the limited amount of power accordingly. They can actually alter many facets of The Computer, and as a result over the years The Computer has grown quite insane.

Below that you have your rainbow colors of clearances: RED, ORANGE, YELLOW, GREEN, BLUE, INDIGO, and VIOLET--VIOLET being the second highest rank a citizen can hold, and RED being the lowest a citizen can be on the totem pole without being consigned to the drug-addled not-exactly-sentience of the lowly, untrustworthy INFRAREDS (who must wear black, and only black). A citizen's security clearance, and thus their color choice, reflects not exactly their accomplishments or capability, but rather the amount The Computer trusts them. It does, however, directly correlate to their pay and some other perks they are entitlted to.

Player Characters are always Troubleshooters for Friend Computer. They are called Troubleshooters because they find trouble, and they shoot it. Mission Alerts can take them anywhere Alpha Complex needs them. Usually they are Briefed, Equipped, and then sent out to do their work, and then Debriefed before returning to their normal jobs at an Alpha Complex service firm.

The Computer has few things it consistently regards, but one is that Communism is treason (and is usually done with Russian accents and propaganda, unrelatedly), and being an unregistered mutant is treason (by the way all player characters are mutants and have mutant powers), and treason is punishable by summary execution. Also treasonous are such things as being unhappy, being unhygenic, disobeying The Computer, disobeying a citizen of higher Security Clearance, using or touching or reading anything above your Security Clearance, and so on. Thus if a RED clearance 'shooter wants to have a good excuse to open a sizable hole in his fellow 'shooter for his current mission, he might do well to position the body over something, say, yellow in color.

Life in Alpha Complex is short. You are grown ("born" implies such dirty, dirty things as sex and birth) in a clone vat, and six of you are grown at the same time and implanted with the Constant Realtime UPlink system (CRUP for short), which harvests memories as you develop them and ensures all your backup clones come into Alpha Complex if/when you die, already armed with all the knowledge you had up until just a few seconds before death. This is where the comedy in PARANOIA comes in--death, normally a tragic thing, is relegated to the status of "hilarious antic" or "teachable moment of punishment."

There are also secret societies that operate in Alpha Complex. They are also treasonous. You may have guessed by now that all player characters are also members of secret societies.

That's the bare bones of the thing. You should now be equipped to understand all inside jokes relating to PARANOIA. Should you find you are unable to understand a PARANOIA in-joke, you are to report immediately to the nearest Internal Security station for termination for failing to understand in-jokes as dictated by this message, followed by a brief filmstrip education in proper foodvat cleaning protocol. Be sure to bring your PR5//3s-D form filled out in septuplicate to the education session. Remember, obedience is fun!
