but I want to rearrange these according to character.

So, are you allowing half-vampires?
And what classes do we have so far?

For classes nothing it's wide open as to half vampire sure but I'll have to work out how I want them to work and it will have to do with what's your other half

You could have a look in the thread "Scarlor"..
Spike did quite a good job of introducing half-vampires as PC race into that 1st Ed campaign. (Although it felt more like 2nd Ed.)

i have my own mechanic in mind but ill check it out basically you will have a blood counter and if your not fulfilling it you will have penalties and if you are you will have bonuses but i need to know you other half before i can finalize them unless you want to wait to see all of them for each race

So should I take it that a half-vampire is more like 'Daywalker' in the 'Blade' films than the Bram Stoker's vamp ?
More specifically, what am I to expect from effects of: direct sunlight, running water, garlic, silver, interaction with mirrors (reflection), holy symbols?

so your half right depends on how well fed you are. daywalker is you well fed nosferatu is you not well feed. garlic and silver have no effect but if not fed well say at 3 blood points you would lose your reflection. holy symbols have no extra affect on you. direct sun light will not effect you as your not full vampire but day and night have effects on you based on your BP. the idea i was going for is the less bp you have the more vampire you become the easier it is to tell.

Ok, got that. Effect of blood from non-humanoids - how about halves BP loss?
Can humanoid blood be from a dead humanoid?
Can humanoid be milked for blood?

I'm thinking CN alignment, so don't want to be the local back alley stalker/boogieman. Would these work as legit sources/cover for gathering humanoid blood?
Mortician, bounty hunter, grave digger, church priest, agent of the law, hospital assistant, penitentiary/prison officer, foreign office agent, secret service agent/spy ?

blood needs to come from a humanoid to regain or increase BP. non humanoid blood is not bad for you only doesn't help you in any way. they must be alive to gain BP and they can't be milked for blood. gaining BP is an act of feeding not just getting blood, someone can willingly let you feed on them and there would be a black market for it but you would need to Find it. battle is a completely reasonably way to feed if the group knows your a vampire.
