Okay. I admit, I'm pretty curious it's possible for a setting to be low level but medium-high magic. If most people are low level, then how would there be lots of medium-high level magic around?

Wait, I thought you were talking world-scape... I was referring to the magic in the world and not the party.

So was I.

A low magic world would be one where magic is fairly rare and usually confined to a select elite few (i.e., wizards and clerics). Most people know little or nothing about magic. High level mages and clerics are really rare, so things like Teleportation and Resurrection are almost unheard of. Most people handle things without magic, though. The farmer plants his crops and harvests them normally. Then puts them in a horse-pulled wagon and drives it to the nearest town, where he sells it in a marketplace. He then takes his money home, hoping bandits or goblins don't attack him along the way (maybe if he did really well, he can hire a guard or two to escort him).

A high magic world would be one where magic is everywhere. Everyone benefits from it. High level mages and clerics are common, so magical items are therefore common. The farmer uses druidic magic to grow his crops, then uses minor golems to harvest them for him. He puts his goods in a bag of holding, then steps into the local teleporter to whisk him away to the nearest town to sell them at the marketplace. If someone should assault him, he's not worried--the church will just bring him back from the dead.

So if your world is low-level (that is, most people are low level; high level characters are very rare), then where is all of the magic coming from?

Sorry to interrupt the philosophical conversation. I think I'd play a Tinkerer or a mage (if the rolls would provide high enough Int)

Now back to your conversation, I could think of a source of great magic, left by the ancients and not understood by the current natives or that nature itself is full with magic (animals, trees, land ) that is used instinctively but not by methodological research, and harvesting of the powers to the people selfish needs. So it's like a lot of miracles happen but they are not under control.
Sounds reasonable?

It could work, in theory. It would depend on the kind of magic.

Magical items that have charges or are consumed after a specific number of uses (wands, rods, staves, potions, etc.) would be used up fairly quickly and couldn't be replaced.

Magical items that more or less were permanent would be available, but how common would they be? You can't build new ones or repair broken ones. So any that were damaged or destroyed would be lost forever.

I'll use an example. Let's say this ancient civilization built a teleportation network so you could be whisked away from town to town in an instant. The people of today don't understand how it works and can't replicate it, but they use it anyway. How many of these teleporters exist? What's stopping anyone with power (political, military, magical, whatever) from taking them for personal use? Locking them up in their private towers/castles/etc so that they have a monopoly on magical travel? That sort of thing.

Never said that it was a highly-accessible magic world.

The world itself is magic. That's what will become apparent. Like I've said in other things, most of the "magic" is confined to mages and clerics above the clouds, but the wasteland is teeming with things. Few are brave enough to go get them though...

So, would you allow a Fremlin Tinkerer? +1 Int +2 Dex -3 Str.
Do you limit the humanoid levels?
Will Fremlin Dual or Multi class?

Hmm.

I limit no levels. I don't see the point to do that.

Unless a Fremlin is a human, then it will multi. Also, is there anything special about a Fremlin?

And yes, you can pm or post your characters. It'll end with me doing a lot of book work either way.

Fremlins are friendly, mostly harmless gremlins. They are small, winged goblinoids only growing to about a foot in height. They also tend to be plump and slate colored. They are often mistaken for imps. They have large, pointed ears, bat-like wings that give them the power of flight, and an innate immunity to non-magical weapons.

Fremlins get a +2 to DEX and a +1 to INT but suffer a -3 to STR.

They get a natural AC of 6 and cannot be hit with weapons that are weaker than +1 magical weapons. Their flight lets them move at a speed of 12 and a maneuverability class of B. So they are slower than aarakocra but much more maneuverable.

They have a special set of weapons made for their kind that do only 1/3 damage of normal weapons.

Personally, the whole 'immune to normal weapons' thing is pretty powerful, if you ask me. Unless you plan on throwing lots of enemies at us that are carrying magical weapons, he's essentially invulnerable in melee.

Yes. I didn't read the creature description and it indeed has many powers. (AC6, +1 wpn).
Forget it. I will be a human Tinkerer, not quiet sure if that's a useful character but I'll do my best to make it useful enough. :)

They may be immune to non-magical weapons, but that does not protect them from fire, poison, magic, (insert other form of damage here), etc.

The other thing is that, with the 1/3 damage, the most damage he'll deal is 1/3 of a regular weapon. AKA 1/3 of a d8 if he has a longsword. He'll do like, 1-3 damage.

He'd be a glass cannon in reverse. He can take a ton, but can't do a ton.
