Whatever the party needs.
Looking at the characters, it seems the party could use a full-time cleric. I'm not sure how clerics work with no cleric spells for 300 yrs, though... Had an interesting thought about a goblin cleric (outcast from tribe, frees desperate captive dwarf that goes back to old gods after capture, and teaches gobbo the way).
Or a kender with a fetish for performing (fire-eating, sword. Swallowing; thinking a rogue or bard kit for that).
OR a centaur Ranger... but that's just my ranger fetish coming through...

Yeah, clerics are tricky at the moment, as the true gods are just returning (or have been back for awhile, but in secret), depending on which god you want to follow. I can supply some more information about the gods for you. There are 21, but only 18 have clerics (the other three are gods of magic, and don't have clerics).

There is a temple to Takhisis in the city, recently built after the occupation. All other religions are actually illegal, so if you want to be a priest of any other deity, you'll have to keep it a secret while in the city or risk being arrested for heresy.
There are goblins in the city--most are part of the occupational forces, but not all. So a goblin character is doable.
As for a kender performer, I'm pretty sure there is a good kit somewhere in the Book of Bards for that. I'll have to look it up. Failing that, I could probably create a good one. Kender are everywhere, no matter how hard you try to ban them, so there are definitely kender in the city.
The centaur ranger is an interesting idea, but two things I'd point out is that this game has largely been limited to the city limits so far (the party has ventured into the wild twice at this point) and obviously centaurs are rare enough that he'd draw a lot of attention. It could work, but he probably wouldn't interact with the other PCs much unless he had good reasons for coming into the city.

Yeah, Takhisis is a very...controlling goddess.

That's correct. We're using the '4d6, drop the lowest' method in this game. Goblins get a -1 to STR and CHA and a +1 to DEX. As a cleric, you'll be starting at level 3.
