So, as a question. Is the Speed Factor of a weapon based on size alone, or is it also based on the weight?
Like, would a regular longsword and one made of a much lighter material have different speeds?

I think that weapon speed is based on more factors than just size, up to and including "the designers thought that speed X looked right for weapon Y". I'd imagine that the unwieldiness of, say, a two-handed sword has as much to do with its slow weapon speed as its size does.
I'm unsure whether a longsword made of aluminum would have a better speed than one made of steel, or if one made of tungsten would have a worse speed. (Actually, I don't think that they would. I remember seeing a "weapons and armor made of unusual materials table", and I don't think it had speed factor adjustments on it.) I do know that magical weapons have improved speed, though.

Long answer:
Weapon speed isn't based on weight or size, but rather the 'clumsiness' of the weapon. By this, it means how awkward it is to use and how long it takes to recover from using it. A dagger (sp 2) is fast, because you stab and then can quickly move your hand back to where it was. A great sword (sp 10) is slow, because after you swing it, it takes time to get back into the same position you were in before.
Take note that a spear and a one-handed bastard sword both have a weapon speed of 6, but the former is 5 pounds and the latter is 10 pounds. Despite being different weights, they have the same speed.
If you're looking to reduce the weapon speed of your weapons, then there are two possibilities that I know of off-hand. First, as djhyland mentioned, magical weapons subtract their attack bonus from their weapon speed (a great sword +5 would have a weapon speed of 5, for instance). Another way is to take the Two-Handed Weapon Style proficiency. This reduces the weapon speed of any two-handed weapons you use by 3. Thus a great sword would have a weapon speed of 7 instead of 10.
(Note that no weapon can have a weapon speed of less than 0, regardless of circumstances.)

Well, technically, by the rules there is no such thing as a dagger +5. Only swords get bonuses up to +5, all other weapons only go as high as +3.
But yeah, having a great sword +5 and the Two-Handed Weapon Style proficiency would make you fight as fast as if you had a dagger. But it's not like +5 weapons grow on trees or anything. They're pretty hard to come by, especially in a setting as low magic as this one.

Oh wow,
It appears that I am continually surprised with how long it takes to get anywhere in the city, I had been hoping to get back to the tankard by evening watch and I had thought it was closer to mid-day when I got to the high hand inn (and I didn't stay there very long).
Is it at all possible to say that Haahqae noticed the sky getting darker as he traveled and turned back to the tankard to execute his evening-watch tankard plan?

Anyone caught outside after curfew has passed is immediately arrested (unless they have a special permit, like a soldier or agent of the church does). They don't go door to door, but if you try to pass a checkpoint or you are caught by a patrol, then you'll be slapped in chains and shipped off to the slave mines.
